President Gorbachev spoke at Seoul's World Peace Bell Park (on the border between North and South Korea) just hours after the N. Koreans exploded the nuclear device.
President Gorbachev condemned the nuclear test, and said that the North should use the funding for economy development instead of nuclear development.
President Gorbachev was at Seoul to commensurate the opening of the World Peace Bell Park. The Peace Bell is a symbol of peace between the North and the South. The Bell is made entirely out of military shell casings gathered from the Korean War back in the 50's.
